2 coats of primer, and about 4-5 of white paint then a couple of thin layers of laquer, make sure you tape off where the grips and levers etc, go otherwise they wont fit over the thick layer of paint.

I saw your painted handlebars on a forum. Ill do the same too. Just wondering: How many coats of primer and paint did you do?
